voted for refusing to raise the debt ceiling in 2006, talking about president obama. >> let me give you a history. when i came to the congress in 1977, one of the first days i was there, tip o'neill saw me, said, you look like a nice young guy, we need somebody to carry out the trash. he said carrying out the trash is passing the debt limit increase. i spent five years. this is a crazy story, doing little else than going to my colleagues in the domestemocraty to get a vote in the debt ceiling. everybody wanted to vote against it because it could be used against them in the election. everybody knew it had to pass and every time it would pass by one or two votes after i worked on it for weeks and weeks. i said, this is crazy. everybody knows you have to pass it, you already spent the money, like going in a restaurant and saying, i don't want to pay the bill. that's cracrazy. we passed something called the gephardt bill when you pass the budget, you pass the debt ceiling automatically to accommodate those budget figures. yes, you're right. this issue raises all the deficit issues. it shoul

've been here for four years, serving in the obama administration. but let me ask you about the fact that we've been talking about that the president appointed veterans from wars, war veterans, john kerry, chuck hagel, to his second term cabinet. and yet it is interesting how the diminishing number of combat veterans in the united states congress, you're among the new ones, but believe it or not, there's a diminishing number of those members of congress who have served. how important do you think it is to have more combat veterans serve in the u.s. congress? >> i think it's very important that we have more combat veterans serving in the congress, on both sides of the aisle. i do think that that shared experience will allow us to work with one another and hopefully cooperate. and, you know, one of the things about being in the military, it's all about the mission. it's not about you or your personal ideologies. it's about getting the mission done. so i hope that in this next congress, i will certainly be able to reach out to my fellow iraqs and afghanistan vets, as well as the previou

the next four years extremely difficult from a governing standpoint. let's talk about it with chris wilson, a republican consultant, former executive director of the texas republican party and the president of new heights communications. kristi, to you first. candidate obama in 2008 promised to cut the deficit in half by the end of his first term. that hasn't happened. how about by the end of his second? >> well, john, i think what's important to remember is that as president obama is starting his second term, he's doing so in a remarkably strong position with high approval ratings and a great record in his first term. when he started, as we all know, the economy was in the ditch. he was able to successfully get us out of that at the point where last week the u.s. stocks closed at their highest level in five years and was able to pass historic health care legislation. by contrast, republicans have their ratings in the toilet. what that means is that there's probably -- it's going to bode well for their ability to compromise with him and for the president to get a second term agenda passed.
